By Douglas Barrett ON WEDNESDAY, JUNE 15, the gathering of independent Canadian producers at the Banff World Media Festival woke up to an unpleasant surprise. In a late-night session of the Canadian Heritage Committee (which Cartt.ca said could only be described as “chaotic”) as many as 150 amendments were considered to Bill C-11 and a 30-year-old provision in the principal policy section of the Broadcasting Act went from this: (i) the programming provided by the Canadian broadcasting system should (v) include a significant contribution from the Canadian independent production sector to this: (i) the programming provided by the Canadian broadcasting system should (v) include the greatest possible contribution… Continue Reading

COMMENTARY: A toast to Industry Minister Champagne’s telecom policy direction

By Geoff White IN A COMMENT PIECE just under a year ago (Opinion, One of Canada’s most important institutions is failing Canadians, June 17, 2021) I argued that the Canadian Radio-television and Telecommunications Commission — one of Canada’s most important institutions — is failing Canadians, by failing to respond to their needs. Instead of fostering competition for telecommunications services, it has under the tenure of its chair and CEO slowly but surely rendered decisions that entrench and protect the largest companies. I argued that this contradicts the Liberal government’s 2019 direction to the CRTC to promote “competition, affordability and consumer… Continue Reading
