Canadians growing ever-more connected, says Commission

GATINEAU – When it comes to the Canadian communications industry, the web is taking over, according to the CRTC’s annual Communications Monitoring Report. Based on 2009 data, (end of August for broadcast, end of December for telecom) the report shows the communications industry accounted for 4.6% of Canada’s gross domestic product with overall revenues rising 2.1% to $55.4 billion, compared with revenues of $54.3 billion the previous year. And, Canadians are increasingly using mobile and Internet services to communicate and access broadcasting content. Commission cancels look at benefits policy

GATINEAU – Thanks to the “certainly created in the industry by the new Canada Media fund and the need to give this fund time to establish itself,” the CRTC today called off its proceeding looking into amending its benefits policy. Two years ago, the Commission decided it would examine the policy that says 10% of the value of any business transaction involving broadcast companies must be set aside for “benefits”, that is, something the acquiring company might not normally spend on. New policy designed to strengthen community and campus radio sector

OTTAWA-GATINEAU – The CRTC introduced a new policy for community and campus radio stations on Thursday which, among other revisions, will provide the sector with stable funding. The Community Radio Fund of Canada (CRFC) will see its annual funding increase by over $700,000, which will be distributed among the more than 140 community and campus radio stations across the country. The CRFC is a not-for-profit organization that supports the development of non-commercial, community-based broadcasters. Bud Phone turns PCs into free phone lines

CAMBRIDGE, ON – An Ontario company says that it has developed a free, mobile alternative to the residential phone line. There are 407 days left until the end of analog over-the-air television in the major markets the CRTC has identified as must-switches (just look up and to the right to see our countdown clock). Broadcasters, not government, must lead digital transition: Minister Moore

OTTAWA – Don’t expect the government to take the lead or to extend the digital transition deadline beyond August 31, 2011. That appears to be the message behind a short statement issued by Heritage Minister James Moore on Friday, hours after the CRTC released its guidelines on the process. Foreign ownership restrictions on Canadian satellites gone

OTTAWA – Canada has officially removed foreign ownership restrictions on satellite carriers. Parliament enacted the necessary legislation (see Part 23) last week, giving royal assent to the changes contained in Bill C-9, Industry Canada confirmed to Cartt.ca. According to a client note from Blake, Cassels and Graydon LLP, the move means that existing Canadian satellite carries can access foreign capital markets with no special limitations on voting shares, composition of the carrier’s board of directors, or shareholder rights, though such investments will be subject to Canadian laws like the Investment Canada Act.  It also means that foreign satellite operators can now apply for a space-station… Continue Reading

Rogers wants wireless included in symmetry proceeding

TORONTO and GATINEAU – Rogers Communications wants to know why the CRTC hasn’t included wireless in its look at regulatory symmetry in the telecom world when it comes to the handling of customer cancellations and transfers. In a letter dated June 30th, the communications giant told the Commission it didn’t make any sense to be looking into so-called regulatory symmetry for broadcasting, telecom and Internet while skipping wireless – and it wants the notice of consultation amended to include the handling of wireless customer transfer requests, too.
