RADIO RATINGS ANALYSIS is a complex task. For radio station promotion departments getting their quarterly analysis in Canada's five largest markets, it's about toying with the numbers — age, gender, time of day, relative growth — until your station becomes number one, or at least number one in categories advertisers like.
But what about longer-term trends? Cartt.ca took Numeris top-line ratings data over the past seven years to capture portraits of stations in those five major markets who made changes to their programming, and what happened to their audience as a result.
For the sake of a fair comparison, and because…

OTTAWA – The Supreme Court of Canada will on Friday let Rogers Communications (and other ISPs) know whether or not they can collect a fee to help track down alleged copyright infringers.
In May of 2017, the Federal Court of Appeal ruled Rogers is not allowed to recoup its costs from copyright owners who ask the ISP to help track down individuals suspected of stealing video content to which they don’t own the rights. (Click here for more background on Rogers’ reasons for the appeal.) The company was granted leave to appeal…

GATINEAU – After many public complaints and a Commission letter which all but threatened wireless rate regulation, Telus, Rogers and Bell responded to the CRTC’s request for a better skinny wireless package by doubling the amount of data originally offered.
Earlier this year, in a multi-faceted wireless decision, the CRTC demanded each of Rogers, Bell and Telus come up with low-cost data-only wireless plans for the Canadian market. The plans can not be tied to customer income; must be made available on the latest network (4G), must be nationwide, and be available on post- and pre-paid plans. Those plans, said…

APTN, TV5/UNIS TV and Weather Networks all renewed
GATINEAU – On the day before the expiry of their licences, the CRTC renewed the must-carry status of the Aboriginal People Television Network (APTN), TV5/UNIS TV and Pelmorex’s The Weather Network/MétéoMédia (TWN/MM) channels.
APTN had requested to lower the obligation of Canadian content from 75% to 70% to showcase more non-Canadian aboriginal content and lowering obligation to purchase less content from independent producers from 80% to 75%, in line with other broadcasters but was denied by the CRTC. However, the Commission granted it a four-cent monthly rate increase to bring it to $0.35…

Feds told CRTC to take another look
GATINEAU – In decisions issued today, the CRTC determined that increases in Canadian production spending are required to preserve a Canadian presence in a changing viewing environment, but did not mandate an increase in local content, as the CRTC limited its examinations to issues listed in the Government order. That is, for PNI: short films and short-form documentaries in English – and levels of original programming in French – and music programming for both languages.
For the French-language market, the CRTC now requires each broadcsting group to make adequate investments in the creation of French-language programs, representing…

Feds demanded CRTC take another look
GATINEAU – Back on May 15, 2017, the CRTC issued a series of decisions to renew licences for the television services of large English- and French-language private ownership groups (Bell Media, Corus Entertainment, Rogers Media, Groupe V and Quebecor Media).
These outlined new conditions of license which allowed, among other things, broadcasters to spread their Cancon spending collectively over all of their channels, rather than counting it brand by brand. It also standardized a Canadian programming expenditure (CPE) rate of 30% of revenues for each large broadcaster. The Commission also set…
