OTTAWA – Bell’s decision to repackage Canadian specialty channel The Cave while continuing to distribute its own like-minded service and a comparable foreign service smacks of undue preference and disadvantage, the CRTC ruled Friday.
The Cave (formerly known as Men TV) is a category 1 specialty service controlled by Quebecor’s TVA Group and licensed to Shaw Television. OTTAWA – The CRTC is asking for comments on a proposed code of best practices for access programming on cable community channels.
The code, available here, was submitted by the Cable Industry Working Group which was assembled last August and includes representative from Rogers, Shaw, Cogeco, EastLink, Quebecor and the CCSA.
The deadline for submitting comments is September 6, and replies are due by September 16, 2011.

OTTAWA-GATINEAU – Canada’s television services are back in business. CRTC figures released Thursday in a press release, (based largely on data from individual companies which we actually broke down here and here way back in January), show that the return of the advertising market translated into some, albeit modest, profits at conventional broadcasters, though the country’s specialty and pay broadcasters fared better.
According to the Commission’s count, revenue at the country’s private conventional television climbed 9% to approximately $2.15 billion in 2010 broadcast year, while expenses increased 1.7%. This resulted in profits before interest and taxes (PBIT) rebounding from a deficit of $116.6 million in…

MONTREAL – Quebecor Inc. saw first quarter profits dip, but revenues climb by 4.5% as it staggers under the weight of investments in its new wireless service and the Sun News Network.
The Montreal-based media company said Thursday that net income attributable to shareholders was $34.3 million for the three-month period ended March 31, 2011, down 1.7% from $34.9 million in the same period last year. Revenues topped $990.5 million, up 4.5% from $948.1 million, while operating income increased by 1.3% to $294.3 million.

OTTAWA – Many wireless providers are telling Industry Canada that it should restrict Inukshuk Internet’s ability to fully participate in the 2500 MHz spectrum auction.
MTS Allstream, Quebecor Media Inc., Shaw Communications, Telus Corp., and EastLink all suggested in comments to the 2500 MHz licensing process that it would be unfair to allow Inukshuk unfettered bidding in the auction because it owns 98% of licensed 2500 MHz bandwidth and a considerable chunk of the overall band. Inukshuk is a joint venture between Bell Canada and Rogers Communications.

MONTREAL – Startup costs associated with the Sun News Network ate into net income attributable to shareholders in the first quarter of 2011, cutting earnings to $300,000 from $700,000 a year earlier.
Quebecor Media-owned TVA Group reported Tuesday that total revenues for the period ended March 31, 2011 dropped 2.3% to $107.1 million from $109.6 million in the same period in 2010. The company also lost $844,000 during the quarter compared to a $741,000 profit last year.

TORONTO – Quebecor has asked the CRTC to intervene in its battle with Bell over Sun News.
As first reported by Cartt.ca, the new Quebecor’s news-talk channel was removed from the Bell TV satellite line-up at 10 a.m. Tuesday, May 3, and while Quebecor claims this is clearly a matter of undue preference under sections 9(1) and 9(2) of the Broadcast Distribution Regulations, Bell says that simply isn’t so and is but one of multiple disagreements the companies have with each other.
