Alert Ready to be tested nationwide November 28

OAKVILLE – On Wednesday, November 28, provincial and territorial emergency management organizations will be issuing public test messages through Alert Ready, Canada's emergency alerting system, that will hit TVs, radios and wireless phones all around the country. Each province and territory will issue one test message at 1:55 p.m. local time, with the exception of Quebec, where the test will occur at 2:55 p.m. local time. Leclerc Communications seeks common ownership policy exemption in bid to buy stations from RNC Media

OTTAWA – The CRTC will hold a public hearing next February to consider Leclerc Communication’s proposal to buy French-language commercial radio stations CHOI-FM Québec and CKLX-FM Montréal from RNC Media for $19 million. Leclerc is seeking to change the format of CKLX-FM (91,9 Sports) from all sports talk to a music format similar to its 91.9 WKND station in Quebec City, and added that the acquisition of the stations is conditional upon the Commission’s approval of the proposed format change.  It is not proposing to change programming at CHOI 98,1 (Radio X). Corus to shut down TV transmitters in 44 smaller markets

GATINEAU – Last week Corus Entertainment filed an application informing the CRTC that it will shut down 44 transmitters and requested an amendment to their station licences. Twenty of those stations had not been converted to digital and Corus was required to do so, according to the conditions of the acquisition imposed by the CRTC when then CanWest Global stations were acquired by Shaw Communications back in 2010. CRTC floats new Internet code of conduct

Comments due by December 19 OTTAWA-GATINEAU – In an effort to address increasing complaints about Internet services, the CRTC is calling for comments on a mandatory code of conduct for Internet service providers. The Commission said Friday that the proposed new code would establish consumer-friendly business practices, ensure contracts are easy-to-understand, and make it simpler for Canadians to switch providers to take advantage of competitive offers.  The code would apply to retail fixed Internet access services provided to individuals and small businesses by large facilities-based Internet service providers. CRTC rejects Bell’s “inappropriate, disrespectful” request to revoke Super Bowl simsub ban

OTTAWA – The CRTC says that it would be “inappropriate” and “disrespectful” to consider Bell Media’s request to return Canadian ads to its 2019 Super Bowl broadcast – at least at this time. Former CRTC commissioner Shoan sues government, officials, for $8.4M

Claiming racism, harassment, wrongful dismissal and punitive damages TORONTO – Former CRTC commissioner Raj Shoan has filed a motion against the attorney general of Canada, the CRTC, Minister Mélanie Joly, the Governor-in-Council and various individuals, including former Commission chair Jean-Pierre Blais, for the sum of $8.4 million. The 65-page statement of claim, filed with the Ontario Superior Court October 31st, retells much of the conflict between Shoan, who was hired as the CRTC’s Ontario Commissioner in June 2013, and various others including Blais, the chairman of the CRTC at the time, and former Heritage Ministers Shelly Glover and Joly. Bell says Vidéotron is pirating Crave VOD content (UPDATED)

MONTREAL — Bell Media and Quebecor have had a "disagreement" that could end up in court over Bell's recent merger of Crave and The Movie Network. In the meantime, Videotron has been left off the list of 39 TV providers that give TMN (now Crave) TV subscribers access to Crave online. Videotron is telling its subscribers that Bell is refusing to grant access to crave.ca, but Videotron is maintaining access to the TV channels' video-on-demand content on its platforms.
