COMMENTARY: Media violence? Canada’s private broadcasters are on this case

MEDIA VIOLENCE IS AGAIN in the news. A week ago, Professor Peter Jaffe and his coalition gave a press conference on the subject of media violence. It seemed to be for the benefit of the uninitiated. Did the group of teachers and parents even realize that much of what they sought was, in the case of television, already in place? Or did they have an ulterior objective in ignoring the huge efforts already made by Canada’s private broadcasters? And last week, M. Bernard Bigras’ Private Member’s Bill C-327 (An Act to amend the Broadcasting Act [reduction of violence in… Continue Reading

Government renews its CTF funding

OTTAWA – It’s no increase (as producers, actors and broadcasters were hoping for) but the $200 million committed to the Canadian Television Fund by the federal government over two years is far more than two of CTF’s primary industry contributors are currently paying. That is to say, zero. Hot on the heels of Shaw Communications and Quebecor Media’s decisions to suspend monthly payments to the CTF, Heritage Minister Bev Oda said Friday the federal government is renewing its $100 million a year contribution to the fund through 2008-09. "This announcement signifies this Government’s commitment to producing quality Canadian programming… Continue Reading

NEW CHAIR: Judge, former Competition Bureau head, von Finckenstein named CRTC chair

OTTAWA – This evening Konrad von Finckenstein was officially announced as the new chairman of the CRTC. Bev Oda, Minister of Canadian Heritage and Status of Women, made the announcement with an early-evening release on the Heritage Ministry’s web site. "Mr. von Finckenstein’s credentials will bring strong leadership to the CRTC," said Minister Oda. "I am confident that his experience will greatly benefit the Commission." A long-time public employee who held very senior positions in the Brian Mulroney Conservative government and helped write the Canada-U.S. Free Trade Agreement, von Finckenstein was also Commissioner of Competition at the Competition Bureau… Continue Reading

Videotron follows Shaw’s lead and pulls CTF funding

MONTREAL – Videotron announced late Tuesday afternoon that it won’t be making its regular monthly contributions to the Canadian Television Fund either. In a letter to the CTF, Pierre Karl Péladeau, president and CEO of Videotron parent Quebecor Inc. said it won’t pay and has asked the Bev Oda, Minister of Canadian Heritage, to launch a thorough review of the fund’s management and membership structures. In a press release, Péladeau said he feels "deep dissatisfaction with the Fund’s governance, performance and direction" and complained that "Fund managers pay little heed to the main private-sector contributors to the Fund and give… Continue Reading

Unions oppose AA deal

TORONTO – Unsurprisingly, two of Canada’s media unions said today they oppose the deal announced yesterday to sell Alliance Atlantis to a partnership of U.S. investment banker Goldman Sachs and Canadian broadcaster CanWest Global Communications. The Communications Energy and Paperworkers Union, Canada’s largest media union plans to mount a "vigorous" fight to stop the CanWest/Goldman Sachs purchase of Alliance Atlantis. "This is the thin edge of the wedge to the ceding of Canadian cultural institutions to American investment. We are demanding that the Canadian Radio-Television and Telecommunications Commission and Heritage Minister Bev Oda order public hearings into this proposed… Continue Reading

TV REVIEW: Can Part II fees be the saviour?

FINAL SUBMISSIONS TO THE CRTC on its conventional television policy review were due in yesterday. Cartt.ca managed to get our hands on eight submissions (unfortunately, none of the companies serving the Francophone market responded to our e-mails), which were filed by parties Wednesday in response to what they were asked – or what others were asked – during the seven-day oral presentations that began on November 27th. (Ed note: Thank goodness broadcasting vice-chair Michel Arpin – who looks as though he’ll be the Commission’s Interim Chair for the time being as the PMO explores more candidates to replace departing… Continue Reading

The TUESDAY INTERVIEW: NDP Heritage Critic, MP Charlie Angus

TIMMINS-JAMES BAY MP Charlie Angus didn’t even flinch when I said he seemed to be the self-appointed rabble-rouser on the Standing Committee for Canadian Heritage. Reading through the transcripts of some of the meetings reveals Mr. Angus as one of the committee members who consistently pushes his fellow members – or whomever appears in front of the committee. Seems he likes that role. Then last week, just before Christmas, his office released a missive where Angus critiqued the three "worst performing ministers" in the Conservative cabinet: Environment Minister Rona Ambrose, Defense Minister Gordon O’Connor and Heritage and Status of… Continue Reading

New media impact so far? “Marginal”, says Commission

GATINEAU – Despite much experimentation and breathless reportage on the future of electronic media, Canadians still get their entertainment via traditional means, the CRTC said today. The Commission released a 181-page report today, requested by Canadian Heritage Minister Bev Oda in June on the future environment facing the Canadian broadcasting system. The report finds that any negative impact on the broadcasting system from shifting media consumption patterns has been marginal to date, according to the Commission release. This observation is based on the fact that Canadians still consume the vast majority of programming through regulated Canadian broadcasting undertakings. "However,… Continue Reading
