CRTC looking for staff to assist in Online Streaming Act implementation

OTTAWA – The CRTC has issued a contract Friday for analysts and managers to assist it in managing the workload of implementing legislation that requires online streamers to contribute to Canadian content.

The regulator said it requires the ability to call upon one to eight professionals per year to support its work.

The regulator is now seeking to be able to call upon an intermediate statistical analyst, three senior statistical analysts, a junior project manager, an intermediate project manager, a senior project manager, a senior subject matter expert and a senior technical writer for its consumer, research and communications sector.

It said the services for its Communication Market Reports will be used as needed but there is an “immediate need” for a data storyteller and a subject matter expert – in this case, an economist.

It has invited 15 firms to apply by the July 25 deadline for the roughly $40,000, 24-month contract. The current work is being done by Bronson Analytics.

The regulator recently launched three consultations to implement bill C-11, the Online Streaming Act, which is expected to be a massive undertaking.

“These services are required immediately due to the immediacy of Bill C-11 and the latest telecom order…that indicates that the CRTC should ‘further develop strong and timely market monitoring, research and strategic foresight skills,’” the contract notice said.

“Three data teams operating under CRC are working diligently to modernize the data collection, validation and production process within the CRTC,” the notice added. “Currently, they do not have sufficient resources and in some cases, lack the necessary expertise to modernize the process. The output of this process directly feeds into the Market Intelligence function that is being developed.”
