Commission releases rationale for approving Bell’s V purchase


GATINEAU — The CRTC released Tuesday its full rationale for approving Bell Media’s acquisition of the V television network from Groupe V Média.

Although the V purchase was approved by the Commission at the beginning of April in an expedited release of its decision, its rationale behind the decision was not released at that time.

On Tuesday, in a newly numbered decision, the CRTC not only published its rationale but also made a number of corrections to its original decision approving the Bell-V transaction. The corrections are related to errors made in Appendix 2 and 3 regarding conditions of licence applicable to conventional television stations and discretionary services, respectively, operated by the French-language Bell Media Group.

Bell announced Friday it has completed the acquisition of V and the ad-supported VOD service Noovo.ca from Groupe V Média.

However, Quebecor Media recently indicated it may try to challenge the CRTC’s approval of the V acquisition by Bell. Quebecor said earlier this month it was waiting for the Commission to release its rationale for approving the purchase before deciding if it would request a judicial review of the Commission’s decision.

Now that the rationale is released, we can only wait to see if Quebecor decides to appeal.
