CCTS names new commissioner and CEO

The Commission for Complaints for Telecom-television Services (CCTS) on Wednesday announced Josée Bidal Thibault will become its new commissioner and CEO, effective Jan. 1, 2026.

She will succeed outgoing commissioner and CEO Howard Maker, who will end his tenure on Dec. 31, 2025.

Bidal Thibault has 17 years of executive leadership experience, including as the CCTS’s assistant commissioner. Since the CCTS’s inception, “she has been instrumental in shaping the CCTS’ strategic direction, operational growth, and organizational culture,” said a CCTS press release announcing her appointment. With experience from both the CCTS and the private sector, she brings regulatory, business and strategic experience to lead the CCTS, the press release added.

Bidal Thibault holds an MBA from the Sprott School of Business at Carleton University, a B.A. (Honours) in Law, and is a Certified Human Resources Professional (CHRP).

“I am honoured to continue with the CCTS as its next Commissioner and Chief Executive Officer and to build on the strong foundation established by our dedicated team,” Bidal Thibault said in the press release. “The CCTS plays a vital role in ensuring Canadians have access to fair, free, transparent, and effective complaint resolution, and I look forward to continuing our work with our staff, the Board, consumer groups, and service providers to further strengthen that mission. Together, we will continue to improve our services, foster constructive relationships with stakeholders, and uphold the trust and confidence that consumers and service providers place in the CCTS.”

The CCTS board of directors has expressed confidence that Bidal Thibault’s vision and experience will position the CCTS to meet new challenges and opportunities in the years ahead, according to the press release.

“Under Josée Bidal Thibault’s leadership, the CCTS will continue to deepen relationships with government, consumer advocacy and civil society groups, service providers, and industry partners, while enhancing operational effectiveness and public awareness of its services,” the release said.

“The Board is pleased to appoint Josée Bidal Thibault as the CCTS’ next CEO,” said Trish Kiley, chair of the CCTS board, in a statement. “The Board will work closely with her to continue strengthening the CCTS as a reliable and accessible service for customers of telecom and TV services in Canada. That means remaining grounded in our values, investing in the systems and teams that support the work, and pursuing improvements that benefit both consumers and service providers.

“On behalf of the Board of Directors, I want to express our heartfelt gratitude to Howard Maker for more than 17 years of exceptional leadership, which transformed the CCTS from a small start-up into a trusted national organization,” Kiley added.
