CRTC calls for consistency in ILECs definitions of subscriber drop wire

OTTAWA – The CRTC has directed all incumbent local exchange carriers (ILECs) that have support structure services to revise the definition of subscriber drop wire in their respective tariffs.

The decision comes as a result of a show cause proceeding initiated by the Commission last November that urged ILECs to be consistent with the revised definition of subscriber drop wire established for Bell Aliant in a billing dispute between that company and Eastlink over payments for service poles.

As Cartt.ca reported, the Regulator clarified in the Bell Aliant/Eastlink matter that a “service pole” is to include all poles on which the only attachment is a wire that provides service to a particular customer.

The CRTC noted Thursday that ILECs including Bell Canada and Bell Aliant, DMTS, NorthernTel, Ontera and Télébec agreed with the revised definition of subscriber drop wire and filed tariff notices to reflect the revised wording, which were approved.  The Canadian Independent Telephone Company Joint Task Force (the JTF), on behalf of its member companies, MTS, and Telus had no objection to the revised definition of subscriber drop wire.

Amtelecom, members of the JTF made party to the proceeding, MTS, Northwestel, People’s Tel, SaskTel, TBayTel, and Telus were directed by the Commission to issue revised tariff pages to be effective the date of this decision, within the next 30 days reflecting the revised definition of subscriber drop wire.
