
OTTAWA – Consumer complaints received by the CRTC regarding bandwidth throttling by their Internet service providers (ISPs) for the first quarter of this year are down slightly from those reported in the last quarter of 2013.
In its latest status report issued Wednesday, the Commission reported that it received a total of 11 complaints regarding Internet Traffic Management Practices (ITMPs) from January 1 to March 31, 2014, down from the 13 complaints that were filed from October 1 to December 31, 2013.
There is no distinction made between ITMP disclosure complaints, (those related to whether the ISP has disclosed information, on its website or in customer materials, about any ITMPs it uses) and ITMP usage complaints (those related to the effect of ITMPs on customers).
The CRTC received 47 ITMP complaints during the past year, and active complaints as of December 31, 2013 stood at 19.
There are four active complaints as of March 31 and 26 were closed this quarter. Closed complaints include complaints where CRTC staff has determined that the ISP is compliant with the CRTC’s policies, or the ISP has come into compliance subsequent to the complaint, and therefore the complaint is resolved; complaints that have been closed due to insufficient information received from the complainant; and complaints related to practices other than an ISP’s use of ITMPs.
In addition, no complaints were forwarded to the CRTC’s Compliance and Enforcement branch this quarter.
