TORONTO – Rogers Communications` director and counsel – copyright and broadband law, David Laliberte, will be leaving the company at the end of next month.
He has accepted a job offer as general counsel and head of licensing and compliance at the Information and Communications Technology Authority (ICTA) in the Cayman Islands.
The ICTA performs a similar role in the Caymans as the CRTC in Canada, plus a few other functions such as spectrum allocation and domain name registration.
Based in the capital, Georgetown, the country`s regulatory framework is modelled after the Canadian one and “as a result, there are quite a few Canadian expats in the Cayman Islands telecom sector,“ said Laliberte.
“A lot of the people that appear in front of the ICTA are former Bell, CRTC, Videotron, etc regulatory staffers.“
Laliberte joined the Rogers in 2003 after five years in private practice at Fraser Milner Casgain LLP (Ottawa) and Baker & McKenzie (Toronto). While attending law school, he also worked as a policy analyst at the Office of the Prime Minister of Canada.
In his current role, working under Pam Dinsmore and Ken Englehart, he provides legal advice on copyright and Internet policy matters and represents Rogers in a variety of regulatory proceedings. He has appeared before the Copyright Board of Canada, the CRTC and a number of other governmental and parliamentary committees.
