Specialist, Carrier Relations – Bell

Wholesale Carrier Relations is a business unit within Bell Canada that negotiates products and services with Canadian Carriers, CLECs, Resellers, ISPs, Wireless Providers, as well as U.S. and International Carriers. These carriers require access to Canadian facilities for the provision of services to their domestic and foreign-based customers. The Carrier Relations team is responsible for supporting Bell’s purchasing requirements by negotiating rates, service levels as well as sourcing contracts.

We are seeking a dynamic individual to help manage financial entries, report and analyze on Independent Companies Settlements, and summarize Bell’s carrier spending and Payments to other Carriers (PTOC). The Carrier Relations Specialist will work with cross-functional groups within Bell to improve our understanding and control of carrier spending.


Manage requests from internal Carrier Relations primes for contracts, reporting and vendor set-up in Ivalua.
Prepare, investigate, and present monthly financial results and provide explanations for variances to plan, previous year, YEE, and growth rates.
Investigate results, identify underlying business trends, and develop recommendations for future actions in conjunction with team members.
Prepare and support Lease contracts.
Manage Toll & Data settlements.
Support four associates responsible for billing, invoice processing (validation, coding) and journal entries.
Monitor traffic data and patterns to identify unusual activity.
Identify impacts of new agreements, such as financial and operational, and communicate to impacted parties.
Interface with Controllers, Finance, and external customers.
Consolidate information to support PTOC Cost Reduction Funnel program.
Provide support to identify and action cost reduction opportunities for various business units. Leverage existing or create carriers spend metrics to develop and explore recommendations for future actions.


University degree in business administration, finance, accounting or equivalent experience.
Minimum 3 years’ experience in a staff management position.
Knowledge of financial systems (SAP, BI).
Experience with COGS processes (Business & Financial)
Proficient in data collection and sorting tools such as Excel and Access.
Strong communication skills.
Strong analytical skills and problem solving ability.
Sound business acumen.
Fluent in French and English, both oral and written.
Knowledge of Canadian regulatory and telecom landscape an asset.
