Regulatory Analyst


The Commissioner for Complaints for Telecommunications Services is a customer-oriented organization located in downtown Ottawa. We have a need for an experienced regulatory analyst. The organization’s mandate is to review and resolve consumer and small business telecommunications complaints after interaction between the complainant and the service provider has failed to produce a satisfactory outcome. The regulatory analyst will report directly to the Assistant Commissioner.

The regulatory analyst will be responsible for providing advice and support to senior management as it relates to all regulatory work undertaken by CCTS. The regulatory analyst will also be responsible for managing the administration of the codes of conduct under CCTS’ purview, including developing and updating code annotations as well as overseeing and managing CCTS’ implementation of the TVSP Code of Conduct. The regulatory analyst will also assist senior management with regulatory proceedings, including drafting submissions and participating in oral hearings. This position has one direct report.

The successful candidate must have a minimum of three years’ experience working with regulatory bodies and procedures, preferably within the telecommunications or broadcast industry. A minimum of three years’ experience drafting regulatory submissions and critiquing position papers and arguments is also required. The successful candidate must have excellent English written and oral communications skills and good French comprehension skills. He/she must have excellent analytical skills and be proactive, with the ability to take ownership of work and manage multiple projects. The successful candidate must have experience either managing employees directly or supervising their work. Strong team work skills, including an ability to work with colleagues as well as external stakeholders is required. Post-secondary education in a related field is required, with preference given to candidates with a J.D. or LL.B.
