General Manager – York Telecom Network

York Region has repeatedly recognized that broadband access for businesses, institutions and residents is a priority and an enabler of economic development. In 2014 Council adopted the York Region Broadband Strategy. The Broadband Strategy establishes objectives including maximizing the efficient investment of both public and private sector funding to improve connectivity throughout York Region. In 2015, Regional Council established the Broadband Strategy Advisory Taskforce. Its role is to provide guidance in the implementation of the York Region Broadband Strategy and to advise on the future of the York Telecom Network. Between September 2015 and February 2017 the Task Force received four presentations from staff and consultants relating to the York Telecom Network and its’ review. Advice from those Task Force meetings has been incorporated into the review process and helped shape reporting to Regional Council on this matter.

In March of 2017 Council approved establishing the York Telecom Network as a wholly-owned Ontario Business Corporations Act entity to build and operate the Regions’ optical fibre network. At the same time, Council approved the submission of an $18.5 Million application to the Federal Connect to Innovate funding program leveraging the YTN network that, if successful, will have a significant impact on the size and reach of the YTN within York Region.
Reporting to the Commissioner of Corporate Services for York Region, you will be responsible for providing progressive leadership and oversight for the Region’s fibre and related telecom/network service functions as General Manager of York Telecom Network Inc. (YTN Inc.). The GM oversees all aspects of the strategic planning, design, build, operation and maintenance of the Region’s fibre network; works closely with the department management team, YTN Inc. Board, and collaborates with key internal and external partners to build partnerships and achieve results that grow and enhance fibre service for customers while meeting the organization’s short and long term objectives. You will ensure that programs and services related to the fibre network respond to the strategic priorities, objectives, and initiatives of the YTN Inc. Board, while providing excellent service to internal departments, Municipal, University, Schoolboard and Hospital (MUSH) sector partners, and private companies/internet service providers in the Region.

The ideal candidate has strong consensus-building, influencing and communication skills complementing their deep knowledge telecommunications operation including telecom network design, build, operation and maintenance, carrier services relationship management, capital project development, strategic program management, financial, budget administration and human resource management.  Experience in community and political engagement, and working with local municipal, Provincial and Federal Ministries, agencies and staff will be key to success.
